U.S. Accuses Ex-House Speaker J. Dennis Hastert of Paying to Hide ‘Misconduct’

CHICAGO — J. Dennis Hastert, the former speaker of the House of Representatives, has been charged with lying to the F.B.I. and making cash withdrawals from banks in a way that was designed to hide that he was paying $3.5 million to someone for his “misconduct” from years ago, a federal indictment released on Thursday said.

 

Mr. Hastert, 73, the longest-serving Republican speaker, had worked as a lobbyist since leaving office. The indictment, announced by the United States attorney for the Northern District of Illinois, said Mr. Hastert, who was once a high school teacher and wrestling coach in Yorkville, Ill., had so far paid $1.7 million to the person, who had lived in Yorkville and had known Mr. Hastert for most of his or her life. Mr. Hastert worked in Yorkville from 1965 to 1981.

 

In 2010, during meetings between Mr. Hastert and the unnamed individual, the two discussed “past misconduct” by Mr. Hastert against the person, according to the indictment.

 

In those meetings and in later discussions, Mr. Hastert agreed to provide money to the person “in order to compensate for and conceal his prior misconduct,” the indictment said. It said he was structuring the cash withdrawals in increments designed to avoid bank reporting requirements. The indictment does not provide details of the misconduct.

Pastor caught having gay sex in van spent stolen church money on farmer dating website:

A Tennessee pastor, who was recently admonished by police for having sex with another man in a church van parked in a parking lot, was arrested this week for embezzling an estimated $60,000 from his church’s coffers.

 

 

Boyd Watson Holder Jr. 44, was taken into custody after church officials reported that between $70,000 and $100,000 had been discovered missing from the Victory Apostolic Church bank account in Kingsport, reports the TimesNews.

 

 

It has been a rough six months for Holder, who was discovered by police last December having sex with another man in a church van in an empty parking lot. Holder reportedly apologized to the officers and was told to not “have relations in public” again before being ordered off the property.

 

In February church officials alerted police that money was missing from a church bank account that only Holder had access to.

FIFA Officials Arrested on Corruption Charges; Face Extradition to U.S.

[NYT] ZURICH — Swiss authorities began an extraordinary early-morning operation here Wednesday to arrest several top soccer officials and extradite them to the United States on federal corruption charges.

 

As leaders of FIFA, soccer’s global governing body, gathered for their annual meeting, more than a dozen plain-clothed Swiss law enforcement officials arrived unannounced at the Baur au Lac hotel, an elegant five-star property with views of the Alps and Lake Zurich.

 

The officers went to the registration desk to get keys, then headed upstairs toward the hotel rooms.

 

The charges allege widespread corruption in FIFA over the past two decades, involving bids for World Cups as well as marketing and broadcast deals, according to three law enforcement officials with direct knowledge of the case. The charges include wire fraud, racketeering and money laundering. Prosecutors planned to unseal an indictment soon against more than 10 officials, not all of whom are in Zurich, law enforcement officials said.

 

“We’re struck by just how long this went on for and how it touched nearly every part of what F.I.F.A. did,” said a law enforcement official. “It just seemed to permeate every element of the federation and was just their way of doing business. It seems like this corruption was institutionalized.”

 

The arrests were a startling blow to FIFA, a multibillion-dollar organization that governs the world’s most popular sport but has been plagued by accusations of bribery for decades.

The inquiry is also a major threat to Sepp Blatter, FIFA’s longtime president who is generally recognized as the most powerful person in sports, though he was not charged. An election, seemingly pre-ordained to give him a fifth term as president, is scheduled for Friday.

 

The case is the most significant yet for United States Attorney General Loretta E. Lynch, who took office last month. She previously served as the United States attorney in Brooklyn, where she supervised the FIFA investigation.

 

With more than $1.5 billion in reserves, FIFA is as much a global financial conglomerate as a sports organization. With countries around the world competing aggressively to win the bid to host the World Cup, Mr. Blatter has commanded the fealty of anyone who wanted a piece of that revenue stream. He and FIFA have weathered corruption controversies in the past, but none involved charges of federal crimes in United States court.

 

United States law gives the Justice Department wide authority to bring cases against foreign nationals living abroad, an authority that prosecutors have used repeatedly in international terrorism cases. Those cases can hinge on the slightest connection to the United States, like the use of an American bank or Internet service provider.

 

Switzerland’s treaty with the United States is unusual in that it gives Swiss authorities the power to refuse extradition for tax crimes, but on matters of general criminal law, the Swiss have agreed to turn people over for prosecution in American courts.

 

The case further mars the reputation of FIFA’s leader, Mr. Blatter, who has for years acted as a de facto head of state. Politicians, star players, national soccer officials and global corporations that want their brands attached to the sport have long genuflected before him.

Restoring Memoriam to Memorial Day

[NYT] This Memorial Day, as we head to the lake and the beach, grill and drink, shop and save, lay out in the sun or seek shady places, we must remain cognizant that the holiday didn’t begin as a day of celebration or commerce but one of solemnity and, indeed, memoriam.

 

As David W. Blight, a professor of history and the director of the Gilder Lehrman Center for the Study of Slavery, Resistance and Abolition at Yalewrote in The New York Times in 2011, during the final year of the Civil War, a racetrack was converted to an outdoor prison for Union captives; “at least 257 died of disease and were hastily buried in a mass grave behind the grandstand.”

 

Blight wrote: “After the Confederate evacuation of Charleston, black workmen went to the site, reburied the Union dead properly, and built a high fence around the cemetery” and the freed people, “in cooperation with white missionaries and teachers, staged a parade of 10,000 on the track.”

 

He continued: “After the dedication, the crowd dispersed into the infield and did what many of us do on Memorial Day: enjoyed picnics, listened to speeches and watched soldiers drill.”

[NYT] Former Gov. Mike Huckabee, the Republican from Arkansas who is running for president, has come to the defense of the former director of the conservative Family Research Council’s lobbying group who resigned this week amid allegations that he had molested children.

 

Josh Duggar, a conservative activist whose family has been chronicled in the reality television show “19 Kids and Counting” stepped down from his job at FRC Action on Thursday after In Touch Weekly revealed a 2006 police report that showed him at the center of a police investigation. Mr. Duggar, who worked on Mr. Huckabee’s 2008 presidential campaign, wrote in a post on Facebook that the allegations were true and that he regretted his actions.

 

“Twelve years ago, as a young teenager I acted inexcusably for which I am extremely sorry and deeply regret,” Mr. Duggar said.

 

On Friday, Mr. Huckabee expressed his support for the Duggar family, which hails from Arkansas, and said that Mr. Duggar deserved a second chance.

 

“Josh’s actions when he was an underage teen are as he described them himself, ‘inexcusable,’ but that doesn’t mean ‘unforgivable’,” Mr. Huckabee said in a statement that scolded anyone who took pleasure in the revelations. “Those who have enjoyed revealing this long ago sins in order to discredit the Duggar family have actually revealed their own insensitive blood thirst.”

 

Mr. Huckabee’s defense of Mr. Duggar could come back to haunt him as his second White House bid gathers pace. A former Baptist pastor, he has faced criticism in the past for granting clemency to prisoners as governor of Arkansas.

 

Mr. Duggar, who also worked on former Senator Rick Santorum’s 2012 presidential campaign, has been active in conservative politics for many years. His Twitter feed shows pictures of himself with Mr. Huckabee and as well as poses with Gov. Scott Walker of Wisconsin, Senator Ted Cruz of Texas and former Gov. Jeb Bush.

[The Atlantic] Jeb Bush had a very bad few days last week. They won’t be the last bad days of this campaign. The Iraq question hasn’t been settled and won’t go away. And other questions as awkward and difficult are waiting to be asked.

 

Bush’s ability to raise large amounts of money has distracted attention from the inherent fragility of his campaign. But there are many reasons to be skeptical of his ability to secure the Republican nomination, much less win the White House, and the early months of his undeclared campaign have done little to dispel those doubts. Here are six:

 

Tainted Brand

 

George W. Bush’s popularity has recovered somewhat since he left office.(Thirteen years ago, when he was president, I wrote speeches for him. Now, I write for a magazine.) At the end of 2014, more Americans had a positive than a negative image of him for the first time since 2005. But then, the same is true for Jimmy Carter—rather more so actually. Once an unpopular president has departed office, the defeats and disappointments of his tenure vanish into American amnesia. But that amnesia is highly conditional on the ex-president and his namesakes staying away from politics.

 

Bobby Kennedy could credibly seek the presidency in 1968 because so many Americans loved his martyred brother. Franklin Roosevelt shared a name with a hugely popular cousin. Even defeated one-term presidents can boost a relative if they remain popular within their party: Robert Alfonso Taft could plausibly aspire to follow the lead of his father, William Howard Taft; George W. Bush did follow George H.W. Bush. But none of Herbert Hoover’s relatives have run for high office. Subsequent James Earl Carters have likewise pursued other endeavors. There have been no more new Nixons—and Nixon resigned from office only 1 point less popular than George W. Bush in October, 2008.

AUSTIN — The Texas Senate has given its final approval to a bill that would allow licensed gun permit holders to openly carry handguns, sending the bill to the House.

 

Tuesday’s 20-10 vote in the Senate comes on the heels of Monday’s 20-11 vote to approve Senate Bill 17, which would make open carry legal for those with a concealed handgun license.

 

The bill would allow concealed handgun license holders to display their guns in shoulder or belt holsters.

 

Texas is one of six states — California, Florida, Illinois, New York and South Carolina — along with Washington, D.C., to prohibit open carry. According to OpenCarry.org, 14 states require a permit or license to open carry; 30 states allow open carry without a permit or a license, and in some cases the gun must be unloaded.

 

Texas easily has the most gun-friendly reputation. From manufacturers to dealers, Texas has the most federal firearms license holders in the country. It has few restrictions on gun ownership, and the state has actively lobbied gun makers to move to the state.

 

Texas also allows the public display of long guns, such as rifles and shotguns, and open carry advocates have staged high-profile rallies at the Alamo and state Capitol. Concealed handguns are allowed inside the Capitol, where license holders can bypass metal detectors.
